Which of the following most accurately describes the problem?

THE Minister of Transport will not introduce 'regulations forcing large vehicles, or those with abnormal loads, to display the clearance they need.

"She does not consider that these regulations would be appropriate", said Mr. Stephen Swingler, Parliamentary Secretary to the Ministry of Transport, when the idea was mentioned in the Commons.

Mr. Swinglen added that the Minister believed all drivers of vehicles of an unusual height or width or carrying abnormal loads should have these factors constantly in mind.
