Due for introduction in 2006, the LRUC will require all HDLls over 3.5 tonnes travelling on UK roads to pay a charge, regardless of nationality. The road transport sector will benefit from offsetting tax cuts, in the form of a reduced UK fuel duty.

The government is considering a range of ways in which the charge might work, and is consuiting representatives of the haulage industry and other interested parties to develop further ideas on how best to Introduce the charge. The survey is part of that process.

Key areas under consideration include charging different rates for motorways arid other roads, reduced rates for trucks which reach more environmentally-friendly emissions standards and higher rates for those users which impose the most wear and tear on roads. A spokesman for Customs and Excise says it realises that road transport is an extremely busy industry, but adds that it hopes that businesses who are contacted will "take the opportunity to make their views known and influence the decisions made by government'.
