Which of the following most accurately describes the problem?

• The first fruits of a project to create a CO2-neutral synthetic diesel fuel are now powering road vehicles in Germany. DalmlerChrysler has introduced Biotrol, a fuel made from the biomass of waste wood products.

The fuel is made in a pilot production plant In Saxony by chemical company Chloren Industrie, in cooperation with both DaimlerChrysler and Volkswagen, with backing from the local government.

Only small quantities are being produced at present, but the next stage is to create a higher output manufacturing facility, Biotrol currently costs around 5p/lit to produce, but the present tax-free status of bio-fuels in Germany makes it favourably priced compared with current fossil diesel costs.
