Which of the following most accurately describes the problem?

• Speed cameras can reduce road deaths by more than two thirds—but

litheir use is unlikely to be increased

in the short term due to lack of funding. Following publication of a Highways Agency report highlighting the success of cameras in

west London, the Department of Transport, Environment and the Regions (DETR) has asked local authorities to increase the use of speed cameras in their areas.

But local authorities doubt if stretched local government funds will be available for more cameras, which cost around £15,000 apiece. The Association of Chief Police Officers says that in areas covered by speed cameras accidents have been reduced by up to a third.
