Which of the following most accurately describes the problem?

THE DAMAGE done to British Rail's future by the ASLEF dispute can only be roughly estimated. It is not an exaggeration to say that it will be immense. Benefits have accrued to road operators, many of whom have negotiated long-term contracts with ex-rail customers.

However, unless there is immediate Government action on two important issues, these same customers could become disenchanted and disillusioned very soon.

David Howell has shown himself to be bold in attacking both ASLEF and their Opposition supporters during the dispute. He should now turn his fire power on backbench colleagues and the Treasury.

The industry requires an immediate decision on lorry weights. The autumn will not do. The Minister has the power to lay the regulations and should do so without further delay and debate.

We also require an acceleration in road building and repair. If the country can pour £15m each week into the rail system for no return, why cannot it invest in a road programme which will benefit the entire community?

These are the matters which should command Mr Howell's immediate and sustained attention.
