Which of the following most accurately describes the problem?

THE old-world town of Hythe, which has cleansing problems arising as a result of narrow streets and intensive traffic, has acquired a Verro City-type suction sweeper. This Swedish-made machine has been designed from the outset solely as a street cleansing -unit, the overall dimensions being no greater than many moderate sized cars. The steering is controlled through the rear wheels which gives the unit a high degree of manrzuvrability. In the case of Hy-the, the number of one-way streets necessitated the use of a sweeper which would clear one side of the road as readily as the other. The Verro City was demonstrated recently to the borough surveyor. Mr. K. C. A. Ashby, and tb Mr. F. E. T. Underwood, the highways superintendent, and during the past few weeks this machine has become a familiar sight in the district.
