Which of the following most accurately describes the problem?

MALL parks specially reserved for the overnight parking of heavy lorries, transporters and coaches may be provided by Coventry City council. This follows a report by the city watch committee that in the central area the hours of availability of corporation car parks are restricted, thus preventing late arrival or early morning start by the drivers.

The report says officers are of the opinion that whilst overnight parking may cause some problems it is scattered throughout the city and could only be overcome by the provision and administration of a large number of small parks which would have to be reserved for this class of vehicle.

A memorandum to the committee referred to complaints about coaches and heavy lorries lincluding car transporters) being left in streets at night.

However, a subsequent check by the watch committee revealed that only a few coaches (used generally as works buses) and a small number of lorries and car transporters were involved.
