Which of the following most accurately describes the problem?

ON the application of the Road Haulage Executive, the Northern licensing Authority last week revoked three permits held by the General Haulage Co. (Leamington), Ltd. The order was held over for six weeks.

Mr. R. Keating, for the R.H.E., stated that in November last year the company were fined £1 on each of 23 summonses for exceeding their permitted radius. These, he contended, were serious breaches of permit conditions.

Mr. T. H. Campbell Wardlaw, for the company, said that the Government announced in their White Paper of May, 1952, that the 25-mile limit was to be removed, but no date was given. It was against this uncertain background that his clients, like other operators, had been working. When the case was before the court, the magistrates had regarded the offences as technical and Mr. Wardlaw submitted that they were not serious.

The Licensing Authority said they v‘ ere serious offences which went to the roots of the administration of the law.

The health committee seek to purchase five ambulances from Wood and Lambert, Ltd. The cleansing committee have ordered an S.D. doper, and the baths committee propose to buy a Bedford 10-12-cwt. van from Blakes Motors Ltd.
