Which of the following most accurately describes the problem?

Circularizing local authorities, the Urban District Councils' Association states that the draft Road Traffic Bill was considered at the conference a the association and a resolution was unanimously passed protesting against the provisions of Clause 55 dealing with the constitution of licensing authorities. It also reaffirmed the retolution of 1926 that the councils of any noncounty boroughs, urban districts or rural districts adjoining each other-and having a joint population of 20,000 or more should be entitled to appoint a joint committee for the licensing and regulation of public-service vehicles in such areas.

It was also stated that representations in regard to the amendment of the Bill were duly made to the Ministry of Transport and, for this purpose, the executive council suggests that councils will consider the desirability of conferring with neighbouring local authorities with a view to the appointment of such a committee. Co-operation with other local authorities is also suggested in connection with the licensing of motorbuses, as the executive council is of opinion that the case for the amendment of Clause 55 of the Bill, in accordance with the resolution of the conference, will be strengthened if it can be shown that, in a large number of cases, joint committees have been working satisfactorily.
