Which of the following most accurately describes the problem?

• Irish construction hauliers are forming a new national federation in a bid to fight for better rates from business. Ireland's economic slowdown means demand is failing, and a pace clampdown on overloading has affected income because rates are paid on tonnage, and clients refuse to increase them.

A working group was formed on 17 January composed of hauliers from the three largest Dublin concrete suppliers. It will explore new methods of representation.

The group is expected to become part of a federation to be assisted by general union SIPTU and the Irish Road Haulage Association.

It will include three existing hauliers' associations in Dublin, and groups from around the country.

SIPTU organiser Christy Cullen says: "The companies set rates for everybody so it's not a negotiated rate for an individual haulier. We are not out to damage them but they are doing well out of owner-operators."

Carrying five loads a day, with random loading, hauliers don't even earn the average industrial wage, Cullen adds.

The working group is due to report back on structures, in a month's time.
