Which of the following most accurately describes the problem?

• The Freight Transport Association has urged York City Council to think again about going ahead with its plans to extend the city centre's lorry ban (Commercial Motor, December 27).

Despite receiving more than 600 objections and petitions to the proposals the Council is determined to go ahead and a public inquiry will hear the debates next week_ York Council's proposals will increase the number of streets in the banned zone from seven to 27 and extend the period when vehicles are not allowed by an hour and a half.

In the original plan the streets were to be closed from 10am-5pm but this has been revised to 10.30am 4.30pm, The FTA's planning and traffic services manager Don McIntyre says this concession will make little difference.

"All this means is that instead of locking up York City Centre at lOpm they will be locking it up at 10.30," says McIntyre. "The Council has written to us offering 27 modifications to its original order — but it's not enough. Obviously the proposals were not carefully thought out in the first place. We still intend to be at the inquiry next week."

Less than 30 special permits will be issued to bakers and greengrocers in the banned zone, but vehicles making deliveries to these will be given a marked route and specific times for deliveries.
