Which of the following most accurately describes the problem?

• Hauliers will have to wait until March before the full impact of the latest proposals on training, put forward by the RTITB in its Future Options document (CM, November I) will be known.

Although most of the major training groups and trade associations, including the RHA, have now responded to the RTITB's plans which were circulated late last year, their replies have to be analysed before any plan put to the industrial councils.

Despite the significance of the proposals, which could lead to the adoption of direct financial support for training facilities, in place of grants to operators, there have been "significantly less replies" than to previous suggestions, according to the RT1TB's administration director Denzil Webber.

The councils will make their own recommendations to the RTITB main Board in March, although any changes approved by the RTITB could be put into action by August.
