• As much as the Department of Transport might wish it, the rumpus over the EEC's farcical international haulage permit system, which penalises British operators so savagely, is unlikely to fade away this time. The pressure for change is mounting and is likely to become irresistible, provided operators do not fall into the trap of giving up the campaign too early, Transport Ministers such as John Moore and Peter Bottornley have already demonstrated that they are not deaf, just occasionally hard of hearing. All that is required is for the message to be shouted loudly and long enough and they will pass it on equally loudly to the Council of Ministers.
