Which of the following most accurately describes the problem?

• Easthelm, the company formed by Steven Jackson, the 26-year-old former managing director of Jacksons Transport (Dereham), which collapsed with massive debts, has been granted a 12-month licence by Eastern Licensing Authority John Mervyn-Pugh.

Last July Deputy Licensing Authority Charles ArnoldBaker refused the company's application for an international licence for 18 vehicles and 18 trailers because he was not satisfied with either the financial standing or repute of Easthelm (Commercial Motor, July 12).

In December the company lodged a fresh application for an international licence for 18 vehicles and nine trailers based at Rush's Green Industrial Estate, East Dereham. The nominated transport manager was once again Jackson.

The application was due to be considered at a public inquiry before Mervyn-Pugh in Cambridge on January 14 — but after the severe weather conditions made it impossible for Jackson to attend, the LA has decided to grant the company a licence for one year.
