TRANSPORT MINISTER Norman Fowler's Channel Tunnel dream may come true if a Tarmac contruction group proposal for a privately financed tunnel is put into effect.
The company, in association with merchant bankers, has sent the Government proposals for a privately-financed twin-tube rail tunnel which could be under construction by 1984, and in use by 1990.
British interests would provide half of the estimated £1.73bn (1981 prices) funds needed for the project which, initially, would be a 7m single-bore rail tunnel with 4.5m service tunnel, as planned by British Rail.
Partial terminal facilities would follow at Cheriton, near Folkestone, and at Frethun, near Calais, and a second rail tunnel would be added in 2004.
