Which of the following most accurately describes the problem?

PRESSURE in the EEC to limit the number of Common Mark transport licences issued under the quota system grew this mon when the Dutch also criticised the 25 per cent increase proposed I the Brussels Commission.

The EEC Transport Ministers failed last year to increase the authorisations for 1981 due to pressure from the German and Italian representatives.

Now the Transport Committee of the Netherlands' Economic and Social Council, meeting in The Hague, has criticised the Commission's recommendation as being too high.

The Dutch accept that perioi increases must be made witlview to creating a unified E transport market, but the co mittee says that the proposed per cent jump takes no accoi of the degree to which the licences have been used in cent years.

It believes that the Comm sion's approach will lead to t many EEC licences in sor member countries — a situatil which it would be impossible remedy.

The Dutch are the curre holders of the EEC Presiden and will be in the chair whi Transport Ministers discuss tl quotes again at their Mar meeting. Under the 25 per ce increase Britain would get 5, permits instead of 418.
