Which of the following most accurately describes the problem?

AN experimental ban on all vehicles of more than three tons unladen weight is to be intro. duced in an area of Hayes, Middlesex, by the summer.

The ban has been approved by the Greater London Council's North Area Planning Committee and is aimed at improving the environmentfor hundreds ol local residents, it will operate in Kingshill Avenue and Yeading Gardens which are currently used as short cuts by lorries avoiding the nearby Grapes junction of the A312 Yeading Lane and the A4020 Uxbridge Road.

According to chairman of the committee John Putnam, a spotcheck of traffic in a ten-hour period showed that of the 404 heavy goods counted in Kingshill Avenue only 32 really needed access in the area.

"In other words, more than 9C per cent were just rat-running through residential roads and causing safety problems and pollution in the process. This scheme should help to provide welcome relief for local people by directing heavy vehicles back on to the main roads," he said.

GLC and Hillingdon Council are to share equally the costs 01 the £5,000 scheme which includes 24 new road signs.
