privately and used as a horsebox to carry our ponies. Being over 30cwt unladen weight the vehicle is exempt from the Ministry "Three-Year Test", but we cannot ascertain whether plating and testing will be required under the new regulations. Can you advise?
AAlthough your vehicle may be taxed at a concessionary rate Vehicle (Excise) Act 1962 (Fourth Schedule), no exemption for a horsebox, or for a goods vehicle taxed for private use, is provided for in the Goods Vehicles (Plating and Testing) Regulations 1968. A full list of classes of vehicles exempted under the Regulations is contained in Ministry of Transport booklet VTG20 Plating and Testing of Goods Vehicles.
As your vehicle will require to be entered for testing in the normal manner you would be well advised to obtain a copy of the above publication which details procedure for applications, retests, and appeals, and also lists testing fees.
For motor-vehicles registered on or after January 1 1958 and before January 1 1961 it will be necessary to complete application form VTG1—obtainable from any Money Order Post Office—and forward it to the Goods Vehicle Centre, Ministry of Transport, Welcombe House, 91-92 The Strand, Swansea by February 28. The vehicle will normally be tested up to March 31, after which it cannot legally be used without a plating certificate and a goods vehicle test certificate. The test fee for a two-axle vehicle is E5 and this should accompany the application form.
When "periodical" tests of vehicles previously plated and tested are started in April 1970, motor vehicles will have to come for re-test not later than the end of the month in the first renewal period-12 months commencing April 1 1970—in which falls the anniversary of their first registration as shown in the registration book.
