Which of the following most accurately describes the problem?

• Mr. Marsh, Transport Minister, is shortly to announce the dates for the setting up of the first four Passenger Transport Authorities to be established under the Transport Act. They are to cover Greater Manchester, Merseyside, the West Midlands and Tyneside.

The Minister has power to designate any area of the country outside London as a PTA, but no more are likely to be named until after the Royal Commissions on local government have reported.

The job of the PTAs will be to integrate and develop public transport services in their areas and to mesh together the present separate processes of transport and land-use planning.
