Which of the following most accurately describes the problem?

• The Port of London Authority's lorry prebooking scheme is to be extended to cover cargoes for vessels of the Australian Conference Lines. The scheme is aimed at providing an even flow of cargoes into the docks ready for loading aboard the vessels, thus reducing vehicle waiting time. It will also provide shippers and transport operators with up-to-the-minute information on the receiving position at export berths.

The scheme will be introduced for exports to Australia on February 4 and will apply to vehicles tendering export cargo at Nos. 4 and 6 sheds, King George V Dock and C and D sheds, Royal Victoria Dock, for shipment to Australia on Conference vessels, which normally load at these berths.

Shippers or hauliers wishing to deliver exports to the docks should telex or phone for a booking for their vehicle.

The pre-booking telex and phone numbers for all berths where vessels of the Australian Conference Lines load are: Telex: 896816. Phones: 01-476 4595; 01-476 6265; 01-476 6266; 01-481 2000, extensions 95/489 and 95/490.

The telex and phones are available between 7 am. and 7 p.m. Monday to Friday, and the following information will be required: Port of destination; name of shipper or carrier; brief description of load; gross weight of load; number of packages: gross weight of individual heaviest package. Vehicles will be booked to arrive within specified four-hour periods and every endeavour will be made to meet the requirements of the transport operators.

Pre-booking will not guarantee off-loading immediately on arrival, but booked vehicles will be given preference. Pre-booked vehicles which fail to arrive within the arranged period will be treated as unbooked vehicles,

By arrangement with the Australian Conference Lines, the closing date will be strictly adhered to so that prompt sailings can be made. Vehicles unable to obtain bookings during the receiving period and un-booked vehicles which arrive after the closing date, will only be dealt with by special arrangement. Therefore, applications should be made as far in advance as possible.

When the carrying Line has advised the PLA that the vessel is fully committed, no further vehicle bookings will be taken.
