Which of the following most accurately describes the problem?

REEFER OPERATOR Reed Boardall has suffered a setback to its plans to expand its Boroughbridge plant after local councillors vetoed the scheme.

Harrogate Borough Council rejected plans to build a new cold store following complaints from locals that the warehouse would be unsightly and create congestion.

The Yorkshire operator already has five cold stores on its Boroughbridge site just off the A1(M) (CM 10 February).

The company had cut the planned size of the warehouse to 12,450m2 and made extensive landscaping improvements after its initial plans were rejected 18 months ago.

However, locals still claimed it would be an eyesore.

A spokeswoman for the council says the proposed development was rejected because of "its size, scale and massing, which would be visually intrusive in the countryside and would conflict with the local plan".

But Reed Boardall says that it will appeal against the decision: "We are now reviewing our position as the result of this refusal," says group MD Keith Boardall.
