Which of the following most accurately describes the problem?

• Hauliers are setting staff pay deals at around the Retail Price Index at 1.5%—well below the 2.6% the CBI says is the current service sector average.

Many operators still anxious about rates are supplementing rises with bonus schemes and perks for their staff.

The Confederation of British Industry says despite signs of recovery there is wider pay restraint across the whole service sector than at this time last year.

Recent haulage pay deals at the RPI level include: • Aliens Transport Services depot at Trafford Park which has awarded 50 staff a 1.5% increase after a pay freeze last year.

• Beck & Pollitzer's Tyldesley site in Manchester dedicated to Prestige, has given 40 drivers and warehouse staff between 1.5% and 2% on basic rates, to be supplemented with a new bonus scheme to be paid in December.

• Lancashire-based PillarWedge's Heywood depot is understood to have set pay at 1.5% with a shorter working week: from the current 39 hours to 38 hours by January 1995.
