Which of the following most accurately describes the problem?

• Cheshire police are to put four additional officers on motorcycle patrol to target suspect LGVs. Their figures show 45% of trucks stopped on the county's motorways are illegal.

The extra manpower will concentrate on identifying likely offenders and help pull vehicles over to be checked at the side of motorways and A roads.

The crackdown will augment the county's 12-15 multi-agency checks a year; there are no plans to increase the frequency of these. But for the first time in the county agencies' staff will accompany police officers in marked police vehicles to help carry out spot checks.

Inspector John Bennett of the motorway unit based at Knutsford, Cheshire, says: "We are aware of what drivers are saying to each other over the CB radio. They cannot get away with just swapping routes when they know we've got an organised check."

Bennett adds that he wants to spread police attention around Cheshire's 214 miles of motorway to include the M56, M53 and M62—rather than targeting the M6.
