Which of the following most accurately describes the problem?

certain emergency and priority vehicles is being considered by the Minister of Transport. Details are set out in the draft Road Vehicles Lighting (Amendment) Regulations, 1961, recently issued.

It is proposed to permit the carriage of all-round flashing lamps on vehicles used for police, fire brigade, fire salvage, ambulance and road clearance purposes. This arises partly from the need for such vehicles, when proceeding to an emergency, to be clearly distinguishable by other drivers.

There is also the desirability of providing a ready means of identifying these vehicles when they are either stationary or moving out of course in circumstances in which their presence would not normally be expected by other drivers, such as on motorways or other roads carrying fast-moving traffic.

The Minister considers it important that the permissive use of such lamps should be limited to a comparatively small and well-defined range of vehicles in order both to confine it to cases where the need is clearly established and to place some limit on the number of such lamps which, if uncontrolled, would detract from their significance and be a possible source of confusion to drivers.

CLEARWAY PROTEST ENSINGTON (London) Chamber of 1‘. Commerce is to hold a protest meeting on Monday about Ministry, of Transport proposals to designate a section of road between Knightsbridge and Chiswick fly-over as a Clearway. Mr. I. T. Turner, chairman of the Road Haulage Association traffic committee, is to put the haulage point of view. The meeting, at the Rembrandt Hotel, Thurloe Place, S.W.7, is at 7 p.m.
