Which of the following most accurately describes the problem?

CONGESTION on the roads in the Horwich area of Lancashire is to be subjected to tests on behalf of the North-Western Traffic Commissioners, in order that they may decide a case for a changed route suggested to them by Ribble Motor Services, Ltd., and a number of co-ordinated services from Manchester to Blackpool, etc.

Mr. T. R. Williams, solicitor for the Ribble concern, put the case that all these services were required to continue to use the old road, which was exceptionally congested where it entered Horwich, and the company itself was precluded from using the new road by a clause in an agreement with Bolton Corporation. The corporation was, however, willing to forgo that restriction, and the applications were at the instance of the local council.

Replying to the chairman, Mr. W. Chamberlain, Mr. Williams said that there was no desire to slow down these limited-stop services by further stopping places. The greater width and easier gradients of the new road would effect a saving of time.

Mr. Chamberlain said that a decision would be given after inspection.
