• No action was taken against Blackburn Borough Transport when it appeared before North West ern Traffic Commissioner Mar tin Albu, following breaches of a Traffic Regulation Condition prohibiting buses on local services from standing longer tha necessary to pick up and set down passengers on certain roads in Blackburn.

Traffic examiner William Kennedy said that observation were kept following a complaint. Buses were observed standing in Ainsworth Street, outside Blackburn BT's office, for periods varying from two t 15 minutes, often unattended with no passengers on board. The TRC had also been breached on two occasions by vehicles in Penny Street.

Albu said breaches of the TRC were a serious matter and could not be condoned. Though he accepted Blackburr BT had made genuine efforts to comply, he was not happy with the situation. There was clearly a problem. Just lecturing the drivers was insufficient They had to be provided with the facilities they needed. He appreciated that it could not bi done quickly and easily in a busy town centre. The company needed to consult with the County Council, which hac requested the TRC to reduce severe traffic congestion in th first place. to see what solutic could be worked out.

He felt that the message ha got home, and accordingly he was not taking any action against the licence.
