Prosecuting for the North Western Traffic Area, Christopher Worthy said that when a vehicle belonging to Harrison, and driven by his brother, was stopped in a check in North Wales, it was found to be displaying a licence disc issued to another vehicle. Further inquiries revealed that Harrison had never held an operator's licence and that applications for a licence in the past had been refused by the Licensing Authority. There was evidence that Harrison had been running the vehicle out of the Tunstead works of ICI throughout 1988.

Ilarrison said he had put the vehicle on the road because his brother, who was unable to read or write, wanted to work. He agreed he had never held a licence and that applications for a licence had been refused because he had no operating centre or CPC.

The magistrates fined Harrison £100 per offence and £100 prosecution costs.
