Which of the following most accurately describes the problem?

• Cheltenham and District Bus Company is providing coach parking on a commercial basis, following the closure of the town's centre coach park to make way for road improvements. It is charging per day for parking at its Lansdown garage, about 11(rn from the old coach park.

No payment has been made to CDBC, but the borough council has signposted the route from the old coach park and provided coach stops in the town centre. A spokesman for the bus company says there is parking for 20 coaches under cover, slightly more than in the coach park, and washing was also available at 27 (ex-VAT).
