Which of the following most accurately describes the problem?

A TEESSIDE driver who underwent open heart surgery last year has had his heavy goods vehicle licence restored on appeal.

Julian Pearson, a 57-yearold Stockton Haulage container lorry driver from Redcar, had his licence withdrawn by the NorthEastern Traffic Area after he had an aortic valve replaced last December. 'Ellis was on the basis of advice from the Department of Transport's medical adviser at Swansea.

But at an appeal hearing last week, the United Road Transport Union helped persuade the Traffic Area to restore his licence on three conditions.

He is not to undertake any manual loading or long distance driving, and should have an annual medical examination.
