Navigation said the Wrigglesworth operating centre was not large enough or suitable for the number of vehicles authorised. Vehicles were parked, re-fuelled and washed on the highway.

Stephen Kirkbright, for Wrigglesworth, said that Regulation 18 of the Goods Vehicles (Qualification) Regulations required that represen tation by a limited company be made under its common seal, and Navigation had not done this.

Navigation I I/tillage had an application pending that was opposed by the Road I laulage Association.

No-one from Navigation Haulage was present at the inquiry and Mr MoOdy granted Wrigglesworth's application.
