Which of the following most accurately describes the problem?

FOLLOWING the completion by National Bus company subsidiary Midland Red of its latest Market Analysis Project (MAP) covering the operator's services in Shropshire, applications for a new pattern of services have been submitted to the West Midlands traffic commissioners.

The proposals, which are now subject to consultations with county, district and parish councillors, will be considered by the commissioners in October.

One of the main responses from the public which emerged from the survey was a strong desire to see the level of fares kept down.

The new network proposed by Midland Red will require grants from Shropshire County Council of over £200,000 a year and the operator is concerned that any cutback in county support would see the new pattern of services cut before it commences.
