Which of the following most accurately describes the problem?

EMPLOYMENT Secretary James Prior has approved the Road Transport Industry Training Board's levy proposals that will mean a one per cent share of the employer's payroll will go to the board.

The order was recently laid before Parliament and comes into effect on September 14.

Linder the terms of the order, those employers whose payments are less than £21,000 in the haulage sector, £24,000 in the agricultural machinery sector and £36,000 for the passenger transport sector will not be assessed for the levy.

As in previous years, employers meeting the RTITB criteria for training schemes will be excepted and those meeting the criteria in part will be eligible to have their levy assessment reduced.
