Which of the following most accurately describes the problem?

major European tyre manufacturers, Continental wants the European Union to set an official standard for high-traction winter tyres.

The makers have been in talks with the EU and the International Road Transport Union (IRU) to come up with an agreed specification and performance standard for winter truck and bus tyres that would ensure conformity across a number of parameters including traction, with an agreed marking system for the sidewall.

This should put an end to cheap M+S tyre imports from the Far East that have a limited performance in the cold. Conti also wants big-block tread-type winter tyres to have their own rolling noise-level classification. However, would operators then want 'economy' tyres to meet similar guaranteed minimum fuel improvements, too?
