Which of the following most accurately describes the problem?

The recovery of goo, 000 of stolen goods and trucks, and the arrest of 37 people last week, is a positive result in the fight against truck crime. Operation Coppergold (see page 7) is delivering the goods—and ensuring that those goods are returned to their rightful owners. According to Chief Inspector Tim Godwin, who coordinated the operation: "The results show the police take the issue of organised goods vehicle crime seriously." We're delighted to hear it—and a pat on the back to the police for their efforts.

However, at the risk of being ungrateful, it's debatable whether truck crime has always enjoyed such a high profile. In the West Midlands in particular it took some concerted pushing, not least from Keltruck chairman Chris Kelly, for the problem to be fully appreciated. With equal measures of determination and obstinacy, Kelly has talked about truck crime to anyone prepared to listen— including the Home Secretary David Blunkett. Sometimes you've got to risk making a nuisance of yourself in order to swing the spotlight.
