Which of the following most accurately describes the problem?

• A road transport lawyer is criticising a new government agency for scrapping a service 10 hauliers before its replacement is ready.

The Vehicle and Operator Services Agency (VOSA) has stopped sending hauliers an Jpdated list of vehicles on their 3-licence every time they hange the size of their fleet.

Lawyer Barry Prior has wilt:en to every traffic area office in :he country demanding an axplanation, saying the replacenent service is unlikely to be 'eady in the near future.

He argues that sending an ipdated list is important to .1nsure that VOSA's figures tally Nith those of the haulier's.

He adds this is particularly mportant if an operator holds icences in more than one traffic tree, or regularly uses vehicles )ri spot hire. "It could be ember'assing for the operator to get a letter saying he had more vehicles on the road than authorised when he thought he had sufficient margin.'

VOSA, which was formed by the merger of the Vehicle Inspectorate and the Traffic Area Network on 1 April, says the change has been made in readiness for a new system that allows changes to be processed on-line (CM10-16 April).

A spokeswoman says it is being rolled out gradually. "We are trying to ensure it doesn't fall over as soon as we run it."
