IN giving its reasons for quashing I the North Western Licensing Authority's revocation of the twovehicle A licence of A. T. Booth (Manchester) Ltd, (reported last week), the Transport Tribunal has drawn a clear distinction between section 171(1) and section 172(2) of the 1960 Road Traffic Act.
Section 171(1) states that an application for an A or B licence shall be made to the L.A. for the area in which the applicant's operating centre is situated.
Section 172(2), on the other hand, directs that such applicant must also give to the L.A. a statement specifying the facilities he intends to provide and
