Which of the following most accurately describes the problem?

Keywords : Birkenhead

A CHANGE of operation from local 2-1 to long-distance work by H. R. Morrison, Ltd., Birkenhead, soon after the renewal of an A-licence vehicle in 1954, was completely outside their declaration of intention.

This was submitted to the North Western Licensing Authority, Mr. F. Williamson, at Liverpool,' last week, by Mr. G. H. P. Beames, for British Railways, Who said a further renewal would be strongly opposed.

Mr. H. D. Mace, for the company, said that although the normal user was "market produce and general goods, Liverpool, Birkenhead and Wallasey districts," occasional long-distance journeys were made. On the formation of United Carriers the vehicle was regularly used on long-distance work to the north-east and London.

When Mr. Morrison applied for renewal in 1954 the change was not disclosed, and shortly afterwards the business was acquired by Mr. and Mrs. L B. Wharton, who had had nothing to do with the renewal. It was now sought to add London and north-east England.

Mr. Williamson declared that not only was the published normal user clearly wrong, but the company had not made it clear, they were specializing in meat haulage. A fresh A-licence application must be made and strong evidence of need would be required.

LAMP HEIGHT REDUCED

l‘AINIMUM height from the ground for LVL front .lamps on vehicles registered in Northern Ireland after January 1, 1952, has been reduced from 2 ft. 2 in. to 2 ft. in new regulations issued by the Northern Ireland Ministry of -Horne Affairs.

Obligatory rear lamps and' reflectors carried on vehicles registered on or after" April 1, 1960 (or on vehicles not subject to registration), are required to be marked with the appropriate specification number of the British Standards Institution. Obligatory reflectors carried on other vehicles are required to be similarly marked after October 1, 1967.

In the case of certain goods vehicles, obligatory rear lamps and reflectors may be attached to loads instead of vehicles.
