Which of the following most accurately describes the problem?

AN announcement from the Ministry of Supply states that, as from May 1 replacement pistons and cylinder liners for all i.c. engines and compressors with cylinder diameter under 6 ins, for civil consumption will be subject to controlled distribution.

The following methods must be adopted by suppliers and consumers in respect of ordering, dispatching and stocking:-L

CONSUMPTION CERTIFICATES: Owners and operators oT all wheeled vehicles, tractors, stationary engines, compressors, industrial plant and marine craft will be able to obtain replacement pistons and liners as above from any supplier, only on presentation of a Ministry of Supply consumption certificate or Ministry of War Transport certificate of need. The latter can be used for immobilized road-transport vehicles, but will be accepted by suppliers only with the words "or soon to be immobilized" struck out and initialled by the repairer.

Blank certificates are obtainable from Regional Certifying Officers of the M. of W.T., engine and vehicle manufacturers, and those making pistons and liners.

The consumption certificate constitutes a declaration by the repairer that the parts are immediately required for the repair of a particular engine; also by the owner that it is the only application made in respect of that engine. It must in all cases be originated by the repairer. Where the owner or operator dismantles and reassembles his own engine, he must originate this certificate and complete and sign both parts of it.

The certificates carry no priority, but manufacturers will give to orders to which they are attached preference over similar parts ordered for stock.

STOCK HOLDING: Only certain cylinder-reconditioning specialists and distributors to the motor trade will be authorized to maintain stocks. Makers will supply stock additional to that carried, only against a special stock certificate issued by the Ministry of Supply. Such certificates will not be obtainable on application, but will be forwarded by the Ministry to its appointed stockists.

Fleet operators, repairers and organizations selling pistons and liners will be divided into two categories: (1) accredited stockists appointed by the Ministry of Supply; (2) those not authorized to hold stocks and who will order only parts covered by a consumption certificate.

ORDERING PROCEDURE: An accredited stockist drawing against a consumption certificate or certificate of need must forward the certificate to his supplier as authority, if it be desired to order new parts to replace those used. It need not be for identical parts, but the quantity must be the same.

If the stockist cannot supply from stock he must order the parts from his supplier, and send with his order a relevant consumption certificate.

After creation of a certificate, it can pass through all intermediate channels of supply until finally cancelled by the manufacturer.

It should be noted that contracts and orders for these parts as separate_ components placed by the Ministries of Supply, Aircraft Production, and Air, the Admiralty and the War Office, direct on manufacturers, are excluded from the above procedure, but it does apply where engines are being reconditioned for these Departments by civilian repairers who supply pistons and liners required.

When ordering, only the parts. for one engine must be included on the consumption certificate, but where pistons are ordered from one supplier and liners from another, two will be necessary.

SPARES SHORTAGES CERTIFICATE: When delivery of these parts to complete reconditioning of a dismantled engine has not been made within 21 days of an order supported by a certificate, the repairer or operator can ask for Government assistance, but only after all local sources have been explored. In seeking assistance, it can be given only if an engine be required for work of national importance, and application should be made to the following appropriate authorities: Civilian vehicles in England, Scotland and Wales, M. of W.T. Regional Certifying Officers; civilian vehicles in Northern Ireland, Ministry of Home Affairs, Stormont, Belfast; civilian vehicles in the Isle of Man, Government Secretary, Isle of Man; agricultural tractors, Ministry of Agriculture and Fisheries, Linden Hall Hotel, Christchurch Road, Boscornbe, Bournemouth; industrial plant including earth-moving equipment, excavators, etc., Deputy Director General R.E.E., Bush House, South West Wing, London, W.C.2.

As regards liners, indiscriminate use should be abandoned, and sleeving discouraged, if other methods can be used.
