Which of the following most accurately describes the problem?

TIHE RHA has drawn attention to poor

documentation in the completion of carnets. Cases of incomplete entries appear to be increasing and common faults include the omission of the items required on the cover and failure to complete the undertaking on the inside of the cover.

It is also pointed out that when there is insufficient space to write on the goods manifest all the batches of goods transported, supplementary sheets of the same model as the manifest may be attached to the latter, but all copies of the manifest must then bear the following details: a reference to these supplementary sheets; the number and nature of the parcels and batches in bulk enumerated on the sheets; the total value and total gross weight of the goods figuring on the sheets.

When, for an exact description of the goods, the Customs authorities require packing lists, photographs, blue prints, etc., to be attached to the TIR carnet, these documents will be visaed by those authorities and attached in one copy to page 2 of the cover of the TIR carnet and all copies of the manifest will mention these documents.

Confusion exists in some quarters as to the number of drops that can be made under cover of one carnet. The position is that drops can be made in two countries provided that the total number of Customs offices does not exceed three.

The Association also emphasizes the need for hauliers to provide a full explanation in the case Of carnets which have not been discharged without reservation. In this context, reference should be made to the counterfoil, Item 7, "discharged without reservations" and Item 8, "reservations or nature of offences ascertained".
