Which of the following most accurately describes the problem?

THE Ulster Transport Authority's "parcels

by bus" service is stepping up its competitive pace and offering package deals for the handling of entire parcels business for firms. The UTA claims it has resisted the trend by other operators to increase charges, and has taken another advance step in introducing this "lowrate" service to Northern Ireland firms.

In June, when the service was started, the UTA introduced a fleet of new vans to make a twice-daily collection and delivery of express parcels in Belfast. Express bus services can carry parcels throughout Northern Ireland for delivery through 180 depots and agents.
