ROAD haulage operators have won the latest Transport Bill concession from the Government over the conditions to be attached to their licences (CM, October 16).
Last week, peers agreed that when Licensing Authorities are obliged to grant licences where there is no material change in the operations, they will not be able to attach conditions without giving the applicant an opportunity to make representations about the effect that the considerations might have.
Government spokesman Lord Avon said that the LAs would have to give any such representations "special consideration", which he later described as "careful and sympathetic" consideration.
