Which of the following most accurately describes the problem?

AFURTHER reprieve has been secured by P.S.V. Operators Ltd. for King's Cross Coach Station, Pentonville Road, which is used as the principal London terminus by many independent coach operators. For some years now the station has experienced a "hand to mouth" existence; the site is owned by Brixton Estates Ltd., property developers, who wish to develop the site to the exclusion of the coach operators. Brixton Estates have been unable to secure planning permission for any of their schemes to date, however, and have granted P.S.V. Operators Ltd. several extensions of the lease of the site, the latest .being until March 31 next, with the possibility of a further extension until September or October next year.
