Which of the following most accurately describes the problem?

THE London and Home Counties Division of the Traders Road Transport Association has lodged an official objection with the Ministry of Transport against the City of London's Zone 4 parking meter scheme, which includes commercial vehicle meters, as detailed last week. The amended proposals for this scheme were published officially last Friday. The Road Haulage Association, too, is lodging a formal objection. The definition of motor vehicles permitted

to use the lorry meters specifically excludes those drawing trailers.

The Smithfield Meat Carriers Association is protesting to the Corporation of London about this situation. Mr. E. J. Booth of R. Cornell Ltd., who is the Association's chairman, told The Commercial Motor this week that the Corporation had given an assurance that it would take due notice of the types of vehicles being used, but this had not been done.
