Which of the following most accurately describes the problem?

ALIVERPOOL man travelled to London last week to appear before the Transport (Appeal) Tribunal. The hearing lasted 15 minutes.

Mr. C. Templeman appealed against the North Western Deputy Licensing Authority's refusal to grant him a licence to use a 3 tonner to carry fruit, vegetables and timber within a 10-mile radius. Appellant had failed to attend the hearing of his application, and stated that he had bought a business and was under the impression that the carrier's licence would he transferred.

The president corrected this impression and told Mr. TempIeman to lodge a new application. "We cannot possibly say the Licensing Authority was wrong in the decision he made, because he had no evidence before him. On the statements in your letter, you don't appear to stand much chance of getting a licence, but there is no reason why you should not try," the president said.
