Which of the following most accurately describes the problem?

AFTER six years, coal haulage under short-term licences in the East Midland Area is to end. The East Midland Licensing Authority has invited 200 operators, mainly in the Nottingham, Leicester and Derby areas, to apply for variations of their II licences to cover coal haulage.

A fierce contest between road and rail, and between hauliers themselves, may be expected, particularly as the applications involve additional tonnage. The fact that the traffic has gone by road because the railways could not handle it is unlikely to deter. the railways in their objections.

The short-term licences specify that ' coal may be carried for the National Coal Board, but over the years it has become the practice to work also for factors. The condition limiting haulage to work for the N.C.B. has not been enforced. This liberal interpretation of the condition may cause difficulty now that short-term licences are to be cancelled.
