Millard echoes the views of other panel members that the shortage of space is exacerbated by severe congestion. So a driver on the M25 might think he has ample time to reach the next service area in time for his scheduled break but traffic is so heavy he is forced to pull off and find somewhere to park "The result of all this is that drivers end up in lay-bys where it stinks because people pee everywhere and criminals come along and pinch their diesel."
