Purshali and other operators in Worcestershire and Warwickshire have been working with local councils in an attempt to find solutions.

Land is expensive in this area, as it is through most of the country, so they have suggested alternative schemes, such as using sites that are empty at night as rest areas for drivers park-and-ride facilities, for example.

"But we're not having much success," Purshail admits. "The councils recognise there is a problem and want to help but they are struggling for cash. The price of land is a real problem."
