Which of the following most accurately describes the problem?

• The 10vehicle and fivetrailer licence held by Joseph Thomas Smith (Sheffield) has been revoked, on maintenance grounds, by North Eastern Deputy Licensing Authority H A Richardson.

Department of Transport vehicle examiner Ronald Little: said that he had inspected three vehicles and two trailers imposing two immediate and two delayed prohibitions. He was concerned about the number of defects found, consider. ing that the company had beer warned of the investigation.

Director Thomas Walker said the company's fitter had been taken off driving duties. The fitter had been away for three weeks at the time of the vehicle examiner's visit. They were considering either the in stallation of an inspection pit o a vehicle lift following a move of premises. An outside ramp was being used in the meantime. One of the problems wa the age of the vehicles.

Richardson said the duratior of the licence had been cut in 1985, and the company had been given a severe warning i 1986, because of maintenance problems. It now had a smalle fleet, having been authorised for 40 vehicles and 20 trailers in 1985, yet the problems wer continuing.

Revoking the licence, Richardson said that, in view the history, he had no confidence that the vehicles would be maintained in a reasonable condition in the future.
