Which of the following most accurately describes the problem?

• Pudsey-based Pickups Transport has won authority to operate an additional 15 vehicles and 20 trailers after winning a deal with Elf (GB).

The company's application was heard at a Leeds public inquiry at which North Eastern Deputy LA H L Richardson was also considering taking disciplinary action against the company's existing licence for 40 vehicles and 18 trailers, on maintenance grounds.

Vehicle examiner David Hamm said the inspection of five vehicles in March and April had resulted in one immediate prohibition and two defect notices. Two semi-trailers were given immediate prohibi tions; three other vehicles checked at the roadside received prohibitions. One vehicle received a prohibition during its annual test.

Managing director Paul Pickup said that a separate company, Pickups Tankers, was being formed to deal with the Elf contract, and the intention was to transfer nine of the additional vehicles and 12 of the trailers being sought to that company's licence.

Pickup said he had met with the company's drivers and maintenance staff, pointing out their responsibilities. Also, the inspection frequency had been increased.

Richardson granted the additional authorisation to run until June 1990.
