TRANSPORT MINISTERS also reached a partial agreement last week on proposals to increase the number of EEC-wide permits — the community quota — to take account of Spain and Portugal joining the EEC.
But Spain is objecting to its proposed allocation, and wants 741 permits rather than 673. Portugal is prepared to accept it's proposed quota of 233 permits.
For British Transport Secretary Nicholas Ridley, there were hopeful signs of progress towards liberalisation of the EEC's road haulage market.
A statement issued by the ministers calls for a free market by 1992 at the latest, with the complete removal of qualitative limits by then.
Mr Ridley pointed out that there is no longer a demand for parallel Mims towards harmonisation, although the statement does refer to the "elimination of distortions to competition" during the same period. •
